Add filter to Cover Manager to filter covers by language #129

Before you enter a new enhancement request please be sure there is nothing
similar already in the tracker. Use the search functionality, it works very
very well.

What area does your enhancement or feature relate to? (i.e. Config/Setup,
GUI, options, Skin, AMC Updater, Grabber Interface, etc.)
GUI - Cover manager
What is the purpose or benefit of the new feature or enhancement?
TMDB categorizes covers by language. I believe API V3 supports that.

How would you expect it to work? Can you illustrate it with examples such
as images (screenshots), scenarios or examples from other Plugins?
As other filters in Cover manager - Medium, High, etc. except you can select 
Language which opens a dialog (multi-select?) where you can select the 
language(s) you wish to grab covers from TMDB.

If no cover is found for the language(s) selected then:
1. Fall back to English covers OR
2. Open filter or language dialog - no covers found that match your criteria, 
would you like to select another filter? Or something like that. :)

Good idea it is a PIA for some of the popular movies that have dozens of covers 
to have to go through all the non English ones to find the one you want.

Have set difficulty to minor, although it might be a bit wore work.
At least we'd have to move covermanager to also use TMDB V3 API
