Add preferences for default memory depth/sample rate for USB scopes #454

Most USB scopes have a hard coded default sample rate and memory depth that's configured when you first connect (standalone instruments remember use whatever settings were last used).

It would be convenient if this could be set as a preference for each make/model of instrument.
