Add preferences to cap streaming rate and disable repeating trigger #493

For folks with visual impairments, epilepsy, etc it may be important to avoid fast waveform updates.

There should be preferences to a) allow live updates, but cap update rate to X Hz, and b) disable live updates entirely and only trigger when a button is pressed.
