Add step to apply patch for Windows Mingw64 msys2/gslang_MachineIndependent_SymbolTable_cstdint.patch

Cancelled / Closed as like discussed with @azonenberg we will switch to VulkanSDK-1.3.250.0 for Windows (mingw64) and GNU/Linux I have basically tested VulkanSDK-1.3.250.0 for Windows (mingw64) and all work fine so far
