Add RICE2 support from flac-1.2.1 #3

Add support for the partitioned RICE2 residual coding method from around flac-1.2.1 (ported from libFLAC).

This is required for decoding high-resolution files (i.e. 24 bit, up to 192,000 kHz).

Thanks for the pull, I'll merge it even if I don't really understand the specifics ;) I'm not the maintainer of this library, I initially forked it from http://jflac.sourceforge.net/ because I wanted an issue fixed (See http://sourceforge.net/p/jflac/patches/1/ )

@nguillaumin You're welcome, and thanks for keeping jflac going! As you can see from the original commit dates (over 3 years ago), I also forked the jflac library (but only to my local drive) to fix an issue (high-resolution files not decoding). At the time I sent a message to the original maintainer of the library, but didn't receive a response. The reason why I've only pushed these commits now is I'm looking again at jFLAC to improve the seek functionality, so searched for jFLAC and came across this GitHub fork - so expect another pull request from me relatively soon. :)
