Do not run NotifyQueueManager, after restarting the service.

If the service is stopped and restarted, NotifyQueueManager stops working.

Service.getInstance().startService(false);
.....
Service.getInstance().stopService();
.....
Service.getInstance().startService(false);
!!!! But NotifyQueueManager does not work.
