Opening Retroarch in the homebrew launcher causes error code 160-2203 "There is a problem with the system memory."

Entered SD Card to begin homebrewing. Opened the web browser and got an error message. 160-2203. I went to Nintendo support, then afterward I tried opening Settings to check the console updates, and following on I got 160-0103. The Wii U is stock, I was just about to start modding.
