Implement RAG

• [ ] Admin uploads PDF (retrieval necessary from Firestore?)
• [ ] PDF processing by appropriate library within JS
• [ ] Create vector embeddings from parsed PDF text information with OpenAI (using small model)
• [ ] Store using Pincone
• [ ] Do semantic search from user prompt converted to vector using OpenAI as well
• [ ] Semantic search using cosine similarity from Pinecone
