Looks like a bug in the FAA metadata file that I am using. I can't do much about it I am afraid. Thanks for reporting.
What about a failsafe like searching for airport identifier like KHWD and if not found trying the next page.
What you are proposing is not possible technically. This is not how the FAA provides the metadata for the PDF files. Due to this the app does not know the page numbers at all. Even if it did, it cannot search inside PDF files.

do you think maybe a grep could do it? actually it's on page 119.
This page has a link to a page with a form on it that searches and delivers a pdf with the correct page: http://aeronav.faa.gov/index.asp?xml=aeronav/applications/d_afd
Perhaps you could consume that page but note well that the linked to page changes when the new version comes out.
Also the page above says: "Please report any application errors to: AeroNavWebmaster@faa.gov ."
I already know about that website. I am using the metadata that is provided by FAA which possibly also drives that website. Looks like they fixed the data after I downloaded it to provide the database. At this point I am not going to worry about this.

Ok...so I have regenerated the d-AFD database using the latest version of the metadata for this cycle. Looks like this issue has been fixed. Delete all your data and re-download and let me know if it works for you.

Works correctly now - pulls up the AFD page with KHWD.
getting afd entry for khwd brings up afd page before hayward and not for hayward
