Updates for BioC3.9 release #44

The purpose of this PR is to make minor alterations and updated in preparation for the Bioconductor 3.9 release, happening at the end of April. This includes minor changes and build system updates including

FIX: Bioc3.9 builds reported to be broken, as in #43
update docs and style
