Updates to the 6.0.0_dev branch #8

Hi Parker -- This PR contains a small set of changes I made in order to build the 6.0.0_dev branch of PRMS6 on a CentOS 7 machine, using conda (instead of yum) to provide dependencies like netCDF, netCDF-Fortran, and coretran. I did alter the source code, so please let me know if these changes are out of line. With these changes, I can successfully build and install PRMS6. The prms executable also runs, but I need to check it with a sample control file.

Thanks Mark - My mother board is getting replaced so I've been out of the loop since yesterday afternoon. Should be back in business end of the day today. I've got email so don't hesitate to let me know if you need something!

@rmcd-mscb Yeah, this PR had some old changes I requested that have been superseded by our recent work. Just cleaning up.
