I know you don't like options – but what about an option in admin/pages "add 
to sitemap", on by default?

Why is that option useful?
I think the sitemap should simply not contain restricted pages.

To clarify: with restricted you mean unpublished pages?

No, with restricted I mean »accessible only for admin«. But yes, »simply not 
contain restricted pages« sounds right.

restricted being
a) non published
b) access only to admin
