Just food for thought, haven't thought anything through:
* Currently admin-menu consists of "content; the system; files;pages" – maybe
insert comments after content. Then either display them by page or display them
all in a list/table with an edit-link, sortable by
article/date/name/email/website like so

1) When editing a page's content, display all comments and provide a link for
each comment to edit it. Also provide a link "go back to editing the
corresponding article" (because one might want to edit another comment from the
same page afterwards)
2) Create a possibility to flag a comment as admin-comment
3) Increment comment count separately from each page.
4) Not exactly administration-related, but [link] below a comment could be at
the top and have a number (only possible if we choose to implement 3) from this
list. ubuntuforum has it this way and I find it very intuitive.
