Updating the deployment scripts + stack to be more inline with the dokku v2 stack architecture:
convert existing JSON CFT template to troposphere based template
Use a ManagedPolicy for the IAM User, which allows dokku-stack to incorporate the policy into the instance Profile
Update the app to default to the default AWS credentials if none are provided by env vars
removes the need for a secrets.yml file
updates the requirements.txt file, as some dependencies were not pinned and have since undergone breaking changes on their latest versions (pyarrow, specifically)
