In a logical notebook containing 2 tabs, removing the first tab makes the second tab becoming a selected pane.
But its page number is not reinitialized. Thus, adding programmatically a new pane at the same position, willingly not selected, will recreate the logical notebook but the newly added pane will be at the first tabs position and selected.
