this seems resolved my issue:
apt install pkg-config
to overcome further error:
./configure: line 2804: LT_INIT: command not found
run this:
aclocal
autoconf
automake --add-missing
and to solve this error:
configure: error: in `/home/dropwatch/dropwatch-1.5.4':
configure: error: no acceptable C compiler found in $PATH

install gcc:
apt-get install build-essential
finally i'm stack at this:

Its telling you where in the kernel packets are being dropped (or more specifically where kfree_skb is being called instead of consume_skb)
I appreciate you wanting to use dropwatch, but all the answers to the various questions you ask are available via google.
