chore: optimize CI and make pipeline consistent

• Include the tests in the push action on main to always run tests before any release

• Don't run the GH release or keep the git tag on failure

• Enable docker cache on GitHub actions to fasten the action

• bump versions: GH actions, Hasura, pnpm
