Change spellcheck language in DESCRIPTION from en-US to en-GB #208

I think it would make sense to standardise on UK spelling standards. (Do we still agree it is good to retain the spellcheck feature in the package?)

We also have

encoding: "ISO-8859-1"

in the .lintr file instead of the default UTF-8. Is this a CRAN compatibility thing?
