package name needs updating in DESCRIPTION #17

The name of the package is not correct in DESCRIPTION, it needs changing to NHSRpopulation. This is causing build errors in https://github.com/r-universe/nhs-r-community

ERROR updating NHSRpopulation from https://github.com/nhs-r-community/NHSRpopulation (Package 'NHSRpopulation' from registry does not match package name in description file: 'LSOApop')
