Do you really mean conditional create - that implies a set of server behaviours. Are these being built?

@ahatherly is this in the FHIR Policy?

Removed conditional create. This was discussed at an earlier stage to provide a mechanism that prevents duplicate resources being created. An alternative solution has been implemented that does not use a FHIR server functionality.
