RESTFUL issues with POST #33

base url should be [base url]

"Submit Consent National Data Opt-out record." - does not make sense

The link to "reference" serves no purpose - it should be the search parameters NDOP supports not just a generic list.

Reworked the statement. How 'POST a Consent resource that contains a patient's National Data Opt-out preference. Logical ID is generated by the FHIR server.' Reference has been removed.
