ITK3 changes in 2.5.0-beta release #44

Messaging spec needs to align with this. Key changes:

The LocalExtension handling key has been made mandatory which would require the inclusion of this key with dummy values. I have challenged this with the ITK team, and asked that the key be optional.

Raising LocalExtension as a seperate issue. Leaving this change out until there is confirmation that this will be mandated.
