Update implementation order wiki

Update the wiki page which shows the prefered implementation order and fix the link at the bottom of the home page which no longer works, probably due to and update in github it's self.

• The names of the capabilities need updating to match the current names.
• The layout needs updating to have a table for foundations and then a table for appointments or something like that.

We might be better moving this onto the spec github pages rather than keeping it on the wiki.
