Adds libpymc as a dependency #15

This requires https://github.com/nhsengland/iit-infrastructure/pull/9 as otherwise libmemcached-dev won't be installed and it won't compile.

Is this the correct place to put the requirement..?

For example, there's already a python-pylibmc package. It also means we're making a connection between our plugin code and infrastructure requirements when there should be none. This stuff should be addressed in iit-infrastructure.
