tag vocab problem #5

When the ccgois scraper passes frequency as a toplevel tag, currently responds with

ValidationError: {u'frequency': [u'Tag vocabulary "frequency" does not exist'], u'__type': u'Validation Error'}

Hmm... does the instance you're working against have the metadata updates from the nhsengland plugin installed..? Which instance is it (I'll check).

I think the vocab possibly doesn't get created at the right time. Probably only created when called via the template helper.
