With huge thanks to @blu3id

I am making this PR to hold interim work on a cleaned-up version of the website. Following @blu3id 's massive rewrite,I have returned to the existing colour palette, and have re-added the brand assets page for now

Issues:

No resources pages other than brand graphics exist
Graphics page is a lazy copy and paste of the old html, so should be prettified as per other pages
Graphics page header doesn't load

I see this a nearly an MVP that could be deployed tomorrow with a new NHSHDx page. Between now and the end of tomorrow the aim is to get the other pages added back in too.
