I wonder whether this should be part of the 'Header' component, I've seen a few services miss out this component (which is quite important for accessibility). There isn't too much guidance on the service manual about this component so could potentially be combined.

I noticed that Google search has a "multi-layer" skip link, where you tab through the Skip link, a link to Accessibility help and a link for Accessibility feedback. I'd assume this greatly increases the amount of feedback collected from users who use a screen reader, since the link is in a very prominent position, as well as providing a convenient link to a help article which explains how to navigate the SERP with assistive technology.

A question which was raised in our design community today was around the use of the 'Skip link' and how it overlaps the NHS Logo and Service name on smaller viewports.
Is there any work to look into the location of the skip link and whether this may change to reflect what GOV.UK have, by having the skip link at the top above the header?
