Align nhsuk-frontend with service manual design system

What

As part of EPIC https://github.com/nhsuk/nhsuk-service-manual/issues/1935, we have reviewed the differences between the nhsuk-frontend and the Design System.

Specifically we identified:

• The feature card component is used within the frontend but not documented in the design system
• The hero banner component is used within the frontend but not documented in the design system
• The example content used in many components within the frontend is not the same as used within the design system examples, and is often not best-practice or is out of date

Why

• Prevent confusion for users of design system, of having two sources of truth showing different things
• Reduce chance of components from the frontend being used in ways they were not designed for
• Prevent out of date example content being used when components are implemented directly from the frontend

Next steps

• Understand any knock-on effects of making these changes and get agreement to make them
• An interaction designer and a front end developer are needed to make these updates, likely taking a couple days of effort

@anandamaryon1 on the examples within nhsuk-frontend, do you mean the examples within the README.md files within each component folder in package/components? I noticed those too, and I wondered if we could simplify things by either just removing those README files, or else reducing them down to mostly just be links to the relevant page on the NHS service manual website (which seems to be what the GOVUK team, see example)?

There’s also the examples within app/components - but those seem less problematic as I think they’re mostly there for testing purposes, and aren’t actually published anywhere?
