The main purpose was to update Selenium to v4.x but there is an issue when installing the package which I believe is related to this open bug.
Updated packages in setup.py and azure-pipelines.yml.
Changed the pylint-fail-under package to pylint in azure-pipelines.yml since the flag '--fail-under' is included (as of v2.5.0)
Verified that the unit tests pass and the Lint score is above the threshold
