This reverts commit 2beaabe0dc4d8e3a7ae24c7e528cdd12aaba31eb, reversing changes made to 33c7ba7503be90634fc534c8a34e9885e0117f4f.
This moves Wagtail back to version 2 in the hope that we'll be able to upgrade nhsuk-frontend to 1.0 before the Wagtail 3 upgrade.
We've already unapplied the 'missing migration' via python manage.py migrate images 0001 on staging.
