Summary

What/Why

This repository migrates notebooks/PDF files to markdown documentation as per #2, and tests notebooks.

Checklists

This pull/merge request meets the following requirements:

[X] minimum usable documentation written in the docs folder

All but the MCTS notebooks run - see #14.

There is no way to test the forecasting code as there is no notebook or fake data - see #3.
