Updating package requirements to fix app setup (fixes #38)

Summary

What/Why

Current setup configuration includes errors relating to numpy (upon install) and flask (upon running of fake data-driven GUI).

Upon correcting Flask version, a specific version of werkzeug is also required as the latest version causes an error with Dash for Flask

Your approach

• Updated numpy to latest version as it alleviates error and all functionality appears to continue to function correctly.
• Updated Flask to v2.1.0 per fix for error seen
• Added requirement for werkzeug at v2.0.1 per fix
