Add sg restricted component #1062

What does this Pull Request accomplish?

Add 3 restricted API to RFSG with test. The new header files in imports folder came from release/23C1 branch of https://dev.azure.com/ni/DevCentral/_git/ni-central.

Why should this Pull Request be merged?

The 3 API will be used in our SCPI support by different commands.

What testing has been done?

Manual test locally. New system auto test added.
