[6.6] Adjust Kconfig after rebase #141

When reviewing the new Kconfig options listed in #138, we noticed a couple that had defaulted to a setting that is not what we wanted.

Set FUNCTION_GRAPH_RETVAL (added in a1be9ccc57f0) to enabled
Set LEGACY_TIOCSTI (added in 83efeeeb3d04) to disabled
Reran make savedefconfig and moved over our defconfig
