Revert upstream commits that break RS-485 ATS tests #90

Revert the following serial/RS-485 upstream commits that introduce regressions in the serial ATS until a proper fix can be found:

reverting b079d37752379f5b4f354285a434fc37378716ce ("serial: Deassert Transmit Enable on probe in driver-specific way") fixes test:
- BusSaturation
reverting 63f75fea3a72f93a022d2f027842fe56dd0ebb08 ("serial: core: move RS485 configuration tasks from drivers into core") fixes tests:
- Rs485ReadWriteTest_2WireDtr
- Rs485ReadWriteTest_2WireDtrEcho

Testing

[x] Build kernel with reverts and installed on ATS system showing failures
[x] Spot checked that the serial console is still functional on cRIO-903x, cRIO-904x after reverts
[x] Re-run failed tests on PXIe-8840 ATS system: pass
[x] Full serial ATS run
