What does this Pull Request accomplish?

Hopefully will allow installing the package on Linux so readthedocs API Reference generation will work. Also fix a build issue on WIndows.

Why should this Pull Request be merged?

Fix documentation.

What testing has been done?

Built on Windows, validated the pywin32 package still gets installed.
