Update CHANGELOG for 24.8 release.

Requires cherry-picking into nilrt/24.8/kirkstone and nilrt/master/next branches.

Looks good to me. The only ones I'm not sure about and I would like @amstewart input on are the snac/nftables changes which I believe they are being staged but I'm not sure if they are ready to be announced.

Nothing about SNAC is secret. We can announce everything in CHANGELOGs and elsewhere in code. We're just not saying it is supported or advertising it until the 1.0 release.
