🎨 Visual Design Request

📌 Request Background

As part of the link pattern, anchor-buttons and anchor-menu-items should have a link-style underline on hover.

Also, the argument can be made that every anchor-button should have the link styling, so we can consider removing the standard button appearance modes from the anchor-button.

🎯 Core Requirements

• Need to support anchor-buttons & anchor-menu-items
• For all button appearance modes
  • Underline label text on hover
  • Remove button outline on hover
  • Double underline on key focus

🍆 Non-requirements

• Don't need to support anchor-tree-items or anchor-tabs
