Add basic loopback test for BC to RT, RT to BC, and RT to RT read write #40

What does this Pull Request accomplish?

Adds a test that doesn't include functionality that is not added (currently all system tests are lumped into a single test).

Why should this Pull Request be merged?

It is useful to be able to test read write of existing functionality while making additions to what's already there.

What testing has been done?

The test passes.
