Fix refresh on first load #46

What does this Pull Request accomplish?

Fixes a bug in refresh where it would show the refresh dialog on first load from an empty configuration.

Why should this Pull Request be merged?

This brings the CD in line with the other CDs

What testing has been done?

Tried it out in a build.
