Add initial user guide #112

What does this Pull Request accomplish?

Fixes #87 by adding a user guide for getting started with a new custom device based on the template.

Why should this Pull Request be merged?

There is a fairly steep learning curve to figuring out how the interfaces and PPLs work within the context of a standard custom device and the template is really hard to use without some guidance. This is an attempt to provide that guidance and will likely evolve as more feedback on using the template is received.

What testing has been done?

None

@dbendele Aside from grammar, does this user guide seem to provide enough information to get started with the template or are there missing pieces?
