Create top-level sections on initialization #3

What does this Pull Request accomplish?

Creates the top-level sections under the custom device when the custom device is initialized.

Why should this Pull Request be merged?

These sections are required in order to correctly construct the rest of the tree and create the rest of the pages.

What testing has been done?

Built locally and added custom device to the sysdef. Verified the two top-level sections are created.
