What does this Pull Request accomplish?

Move Frame.ctl into the System Explorer library.

Why should this Pull Request be merged?

It should have been here originally, but was at the project level.

What testing has been done?

Relying on automated build to catch problems.

Dropping as this will conflict with some work @douglasnorman is doing, and he will reimplement the changes.
