What does this Pull Request accomplish?

Add PharLap and Linux 32 ARM as targets to the PPL project. Build and deploy these PPLs.

Why should this Pull Request be merged?

The custom device claims to support these, but there is no way to use them currently.

Closes #43.

What testing has been done?

Deployed the template to a PharLap PXI and Linux 32 ARM cRIO.
