Cloning the template using LabVIEW 2020 SP1 fails with an error #89

Describe the bug While testing the template cloning feature today, I ran into a series of issues with the cloning process. It turns out this was due to using LV 2020 SP1 which has some PPL linking changes versus 2020 and older. After installing a fresh stack with 2020, it appears to only affect 2020 SP1.

To Reproduce Steps to reproduce the behavior:

  1. Place a config file next to all the projects to avoid linking issues
  2. Clone the comms bus template using LV 2020 SP1 (see Desktop section below)
