Cloning the template fails without LabVIEW project config files

Describe the bug While testing the template cloning feature today, I found that a fresh install of software (LV 2020 and dependencies) resulted in build errors while cloning. After placing .config files next to each of the LabVIEW projects (cloning tool, CD, and CD support), I was able to successfully clone without issue.

Ideally, we should generate the appropriate config files during cloning to avoid this manual step.

To Reproduce Steps to reproduce the behavior:

1. Set up a clean dev environment (see Desktop section below)
2. Clone the two necessary git repos (this and testing tools)
3. Clone the comms bus template using the tool
