Add Azure VI diff pipeline for PR builds

What does this Pull Request accomplish?

Recreate the logic from lvDiff.groovy in steps-diff.yml using primarily Powershell steps
Add logic to stages.yml to determine a compatible version of 64-bit LabVIEW to diff with, then call into diff template.
Add an optional parameter to disable diffs (for builds such as this one with two stages)

Why should this Pull Request be merged?

Current diff pipeline is executed in Jenkins, support for which is going away.

What testing has been done?

Lots of hand testing against a dev branch. Pending PR build with a modified VI (lv/operations/Utilities/ClearCache.vi) which should be reverted before submitting.

I was hoping to test this on another repo before submission but I don't think that can be done with azure pipelines UI
