Add help docs for yaml #169

What does this Pull Request accomplish?

Adds some descriptions for the parameters and yaml templates used in azure-pipelines.yml

Why should this Pull Request be merged?

Includes some valuable clarity for any new users of the templates.

What testing has been done?

Just docs, no tests required.

Going to submit this as-is while @papowerNI is out. We can update this section of help docs, but having updates to the main readme and linking to some of these scripts is more beneficial than waiting.
