Move post-build steps and finalizaiton steps into ps1 files
Move finalization step into the same stage as the rest, with a unique job, and additionally a single packaging step for all previous jobs
rename lvVersionsToBuild to "item" to shorten long yaml lines
clean up variable and parameter names
Why should this Pull Request be merged?
This continues the clean up being done on other parts of the pipeline templates, and eliminates the need for a custom packaging yaml file in SEECD that is updated separately.
What testing has been done?
PR Build outputs.
Tried running this with scan engine, and the packages are built:
packages are slightly different but that appears to be small differences in the sizes of built files from different times.
The files are all there and in the same place.
