What does this Pull Request accomplish?

Remove all files unused by Azure Pipelines builds

.groovy files
unused .py files
documentation

Why should this Pull Request be merged?

Jenkins support has been archived in the jenkins branch. We do not need these files in main.

What testing has been done?

Branch build. PR build will also test the diff pipeline.
